Tyler-Parkes has secured Permission in Principle for the development of a single dwelling in Wootton Wawen.

Tyler-Parkes is delighted to have secured Permission in Principle for the development of a single dwelling on an infill plot in Wootton Wawen, within Stratford District.

  

The application site is located within the Wootton Wawen infill boundary, where residential development can be supported.  Stratford District Council only has a 2.74-year housing land supply, falling considerably short of the required five years.   Consequently, the tilted balance is triggered with a presumption in favour of sustainable development being applicable.  In the determination of the principle, it is only location, land-use and the amount of development that the Authority considers, narrowing the parameters and also reducing costs to applicants.  

 

Following the grant of the Permission in Principle, Stage 2 technical details are required to be submitted within a period of three years from the date of consent. Stage 2 covers all the detailed matters of plans, elevations, materials, drainage, access and amenity.  The Permission in Principle process is relevant for minor residential development i.e. less than 10 units, has a site area of below 0.5ha and a floor area of no more than 1000 square metres.  Another benefit of utilising this process is that it attracts a 5-week statutory period for determination.



Tyler-Parkes worked closely with the Planning Department at Stratford District Council to arrive at a point where it was accepted that there were no material considerations that would stand against an approval. The Planning Officer’s assessment concluded that the lack of a 5-year housing land supply carried significant weight in terms of the contribution derived from the proposal for an additional dwelling.

 

The Permission in Principle (PIP) application is a very useful tool and much more straightforward process for minor applications, but yet is still surprisingly under-utilised despite being introduced in 2017.  Its certainly worth considering as an option to cut down on the level of supportive information that is now required for Outline and Full applications.
